ESSENTIAL JOB DUTIES
The primary purpose of this position to ensure fiscal accountability in financial processing and reporting for the Moore County Department of Social Services through functions such as: receives invoices and purchase orders, checks for approval, and enters data in computer; counts and verifies money; prepares daily collection report; answers telephone, responds to questions; opens and processes department mail; handles accounts receivable, records money received; contacts departments concerning returned checks, prepares related journal entries; maintains records and files on use of County credit card and prepares bill; prepares and files various monthly, quarterly, and annual fiscal transaction documents and reports; computes bills and appropriate charges to various accounts; handles daily deposit reconciliations and daily transfers; collates, sorts, and compiles fiscal data in accordance with procedures; ensures all legally required times frames are met; attends state, regional, and County training sessions when applicable; manages shelter during emergency situations; performs related tasks as required. Work is performed under the general supervision of the Accounting Specialist I.
KNOWLEDGE AND SKILL REQUIREMENTS
• General knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions
• General knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures
• General knowledge of accounting terminology, methods, procedures, and equipment
• Ability to establish and maintain effective working relationships with associates, other governmental employees, and the general public
• Skill to use a variety of office machines and some typing ability
EDUCATION AND EXPERIENCE REQUIREMENTS
• Graduation from High School or GED from an appropriately accredited institution including or supplemented by basic courses in bookkeeping or accounting and three (3) years of experience in bookkeeping or accounting clerical work in an accounting office OR
• Completion of a one (1) year business course in an appropriately accredited community college or business school including or supplemented by basic courses in bookkeeping or accounting and one (1) year of experience in bookkeeping or accounting clerical work in an accounting office OR
• Completion of a two (2) year business course in an appropriately accredited community college or business school including or supplemented by basic courses in bookkeeping or accounting
LICENSE AND CERTIFICATION REQUIREMENTS
• Must possess and maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
