SALARY: $7,695 - $9,389/Month
DEFINITION: Under direction, assists in the management of the Finance Department; plans, organizes and direct varied accounting and financial processes; performs professional accounting work; acts in the absence of the Finance Director; performs related duties as required.
REPRESENTATIVE DUTIES: Performs accounting tasks associated with design and maintenance of the City’s financial record keeping, reporting, debt service, and control system; closes books for year-end reports required by the State. Assists in the preparation and presentation of the City’s annual budget. Responds to customer questions and complaints regarding a variety of situations, most commonly regarding utility bills and business license taxes. Manages and supervises the work and activities of subordinate employee engaged in a variety of tasks. Directs the preparation and distribution of financial reports, utility billings, meter readings, payroll, accounts payable, accounts receivable and business license tax certificate. Plans, develops and implements procedures including work standards to ensure proper documentation and accountability in the fiscal practices of the City. Performs and/or coordinates the conduct of internal audits and reviews of financial transactions. Conducts special studies and prepares related reports. Represents and supports the policies and procedures established by the City Council and City Manager, and Department Heads.
DESIREABLE QUALIFICATIONS: Education and/or Experience: Graduation from an accredited college with a Bachelor’s degree in accounting, public financing, business or public administration and three years of professional accounting experience in municipal financing or any combination of training and experience that provides the desired knowledge and abilities. Knowledge of: Principles and practices of accounting and auditing; governmental cost accounting and reporting procedures; financial management application software; laws and regulations which pertain to governmental accounting, budgeting and internal auditing; financial statements and year-end reporting requirements; current methods, of accounting, financial record keeping, and municipal budgeting; supervision practices. Ability to: Apply accounting and auditing principles and analyze financial reports; plan, organize and supervise the work of clerical accounting staff; analyze unusual situations and resolve through application of City policy and/or requisite knowledge; establish and maintain effective working relationships with superiors, peers, subordinates, and the general public; understand, interpret, and apply laws and regulations; communicate effectively in writing.
CONDITIONS: Generally clean work environment with limited exposure to conditions such as dust, fumes, odors, and noise. A computer is used on occasional basis. Some travel by car may be required to attend meeting outside of normal business hours. Long hours including evening and weekends may be occasionally required.
SPECIAL REQUIREMENTS: Possession of or ability to obtain and maintain a valid California Drivers’ License.
SELECTION: Screening will consist of a competitive assessment of relevant education, training and work experience to be followed by a written examination and/or an interview before an Oral Board to determine the most qualified candidates. Applicants meeting the minimum qualifications are not guaranteed advancement to an interview and the decision of the screening committee is final. Those candidates who are determined eligible for appointment to the position will be placed on the City’s Certified Eligibility List. Applicants will receive written notification regarding the results of all phases of the recruitment process up to the establishment of the Eligibility List, if applicable. The City reserves the right to alter the testing process, as needed, without notice.
