City Finance Director

Job Summary:                 

The Director of Finance is responsible for City Finances.  The Director of Finance is responsible for the coordination of staff that executes daily and long-term financial operations such as invoicing, utility billing, payroll, bank reconciliations, journal entries, accounts payable, accounts receivable and cash receipting.  The Director of Finance is responsible for financial reporting, long-term financial planning, investment portfolios, the annual external audit and annual comprehensive financial report preparation, and works closely with Administration to prepare the annual budget.  

Major Duties and Responsibilities:

  • Responsible for the coordination of staff that execute daily finance operations such as invoicing, utility billing, payroll, bank reconciliations, journal entries, accounts payable, accounts receivable, cash receipting.
  • Develop and implements improvements to accounting, budgeting, revenue collection, purchasing / accounts payable, payroll and financial reporting procedures, and implements new procedures as required.
  • Directs the preparation and analysis of various financial statements, schedules and reports, insures compliance with federal, state, county and other financial reporting requirements.
  • Assists in the supervision of cashiering functions, including the collection and processing of fees and charges to assure the daily receipts are properly recorded and deposited.
  • Responsible for grant(s) management functions, including all reporting and auditing requirements.
  • Analyzes the financial information needs of City departments and develop financial systems and procedures. Establishes accounting controls in accordance with standard audit requirements, assists external auditors in the annual fiscal audit and coordinates all City / agency resources required to complete the annual audit.
  • Assists the City Administrator / Budget Officer in the preparation of the city-wide operating budget, reviews and updates revenue and expenditure estimates for use by City departments, prepares an on-going analysis of budgeted revenues and expenses.
  • Develops, recommends and implements city-wide information technology plan.
  • Develops, recommends and implements investment policies and procedure in furtherance of the city investment policy.
  • Manage and adhere to the City’s purchasing policies.
  • Develops finance-related ordinances, resolutions and develops corresponding Council reports.
  • Reviews all items for payroll including final pay documents, rate changes, IMRF, pension, etc. 
  • Performs other related duties and tasks assigned by the City Administrator, Mayor and/or City Council.

Education and/or Training:

  • Knowledge typically acquired through completion of a Bachelor's degree in accounting, finance, public administration, or related area or any equivalent combination by four to six years of education and experience in finance, including supervisory or management experience; or any equivalent combination of training and experience which provides the following knowledge, ability and skills of a CPA.
  • Demonstrated proficiency of Office 2019 Microsoft 365, Outlook, Excel, Publisher and PowerPoint programs. Experience with additional computer programs and systems.

Knowledge, Skills and Abilities:

  • Must be able to successfully pass pre-employment physical examination and drug / alcohol screening following a conditional offer of employment.
  • Must successfully complete a background check which includes a criminal history and records checks.
  • Valid Illinois driver’s license and a safe driving record.
  • Considerable knowledge of modern government accounting theory, principles, and practices; knowledge of internal control procedures and management information systems.
  • Knowledge of public finance and fiscal planning.
  • Knowledge of payroll and accounts payable functions, working knowledge of budgetary, accounting and reporting systems, preparing ACFRs & compliance with GAAP, GFOA, and GASB principles.

Work Environment:

Setting: Standard office setting for administrative duties with normal working hours generally being Monday – Friday; 8:00 a.m. – 4:30 p.m. Attend meetings, both Regular and Special, outside of normal working hours, unless excused therefrom by the City Administrator.

Physical Demands: This position works in an office-type setting and may require maintaining physical condition necessary for sitting for prolonged periods.  The employee may also conduct visits to corporate, business or development sites which may require the ability to climb stairs or traverse uneven terrain.
